BIOGRAPHY OF MAJOR GENERAL JAMES H. PEOPLES (USAVR) CHIEF OF STAFF UNITED STATES VOLUNTEERS-JOINT SERVICES COMMAND Major General James H. Peoples entered the U.S. Air Force in 1951 serving as an electrician and power plant operator. After the Korean War he joined the U.S. Army serving as a communication specialist. He was with the 188th Airborne Regimental Combat Team when the 11th Airborne Division gyroscoped to Germany. MG Peoples attended the following military schools: The 11th Airborne School completing the prescribed courses in General Airborne Subjects, Ground Training and Jumping from an aircraft in flight; The 11th Airborne Division Heavy Drop School; and The United States Army Europe Signal School, successfully completing the Communication Chief Infantry Course, MOS Code 311.70; and The Army Institute for Professional Development, successfully completing the Management Development Course t given at The Army Training Support Center. MG Peoples served in the California State Military Reserve under the Military Department of the National Guard. He served as the Communication Officer (0-4) of the Southern Area Command. His present assignment in the USAVR is Chief of Staff of the United States Volunteers-Joint Services Command. He is the commander's principal assistant for directing, coordinating, supervising, and training the staff. All of MG Peoples civilian occupations have been in management, leadership and teaching. His areas of expertise include Marketing, Procurement, Total Quality Management (TQM), Strategic Planning, Financial Management, Price/Cost Analysis, Negotiation, Employment Hiring/Training and Efficient Human Resource Management, Project Management, Economic Development, Cost Effectiveness Management, Teaching and Counseling. As Chief of Operations, for a major Los Angeles County Department, MG Peoples assumed full responsibility for the day-to-day operation of the Department. He sustained systems of control over capital expenditures, operating expenditures and results, workers, wages, salaries, and service to the community. He directed more than 400 employees and 2000 volunteers. As a Staff Officer independently analyzed and made recommendations for the solution to a variety of problems of organization, system and procedures, program budgets, facilities planning, and general management processes, performed the department's staff studies and personnel and budget analyst functions. As a management consultant for several national firm, MG Peoples provided managerial expertise, developed accounting, inventory control, personnel scheduling systems, and strategic plans, helped the owners adopt these systems into their day-to-day operation. As an independent management and economic consultant, MG Peoples reviewed the operation of several nonprofit organizations to learn if they could make improvements in their efficiency and effectiveness. Also, helped the nonprofit concerns in determining if their organizations were (1) structured efficiently, (2) organized with the proper division of labor, (3) operated under a shared vision and (4) committed to priorities to fulfill their mission and strategic goals. As a lecturer in management at UCLA's Graduate School of Management, MG Peoples taught graduate students in the MBA program, reviewed the criteria for decision making in various institutions, including the role of the institution in society, the economic environment and the value system of profit and nonprofit organizations. Students learned to develop strategic plans and staff reports. MG Peoples taught students the relationship between staff and Boards of Directors of various organizations. As a lecturer in economics at California State University, Dominguez Hills, MG Peoples taught economics to upper division students, examined economic policy and social value, with special emphasis on the consideration of alternative social and personal values implied by different policy judgment on significant public issues, reviewed distribution and taxation on income, consumer sovereignty, freedom of enterprise, and social welfare programs. As a community college instructor, taught courses in cooperative education and economics. The cooperative education courses were part of the work experience education program. Students learned how to seek employment and how to survive on the job. Students received continuous guidance service throughout the period of their enrollment in the work experience program. Students and their employers were visited at least once each semester. To meet the needs of the work study student, weekly coordinating classes were also held. The economic courses gave students a basic understanding of the economic forces and conditions that govern society. Students learned the various economic systems in place around the world. They discovered that the United States economic system, for the most part, is a market or price system that, on the average, functions effectively in rationing goods and services and in allocating resources. MG Peoples earned the following degrees from educational institutions: -- Doctoral degree in Institutional Management, Pepperdine University, Malibu, California.-- Masters degree in Business Economics, University of California, Los Angeles. -- Bachelor degree in Business Administration and Economics, California State University, Dominguez Hills. -- Associate of Arts degree in Economics, Los Angeles Harbor Community College, Wilmington, California.
